HB 591 (BR 1670) - M. Marzian, P. Clark

     AN ACT relating to patient safety.
     Create new sections of KRS Chapter 216B to provide that health care facilities and services shall develop quality assurance standards; provide that employees of a health care facility or service may make a report to the facility or service, or any appropriate agency regarding a matter of patient safety provide for 7 day time frame for investigation, corrective action, and reporting back to the person making the complaint; provide that no adverse action be taken against the person making the report; provide that health care facilities and services create quality assurance standards and abide by reporting provisions as a condition of licensure; provide that health care facilities and services shall require identification badges for personnel.

HB 591 - AMENDMENTS


     HCS - Retain original provisions, except exempt nursing facilities, intermediate care facilities, and skilled care facilities from the Act's requirements for quality assurance and quality improvement and for safe and consistent staffing levels, if the facilities meet current federal or state regulations on the same subject matter; clarify that professional standards of practice refer to professional standards of nursing practice referenced in KRS Chapter 314.
