AN ACT relating to controlled substances.
     Create a new section of KRS Chapter 218A to establish a service fee of $1,000 in trafficking cases and $200 in other cases to be collected in addition to all other penalties, placed in a trust and agency account, and disbursed by the Cabinet for Human Resources to state or local entities for the purpose of programs relative to drug abuse prevention, treatment, drug law enforcement, or adult and youth programs for drug programs in correctional facilities.
