HB 637 (BR 2055) - M. Marzian
AN ACT relating to the practice of nursing.
Amend various sections of KRS Chapter 314, relating to the practice of nursing, to define terms including "competency" and "credential"; redefine the term "Advanced registered nurse practitioner" to include a clinical nurse specialist; modify procedures for applicants for licensure to practice as a registered nurse; provide for credentialing by the Kentucky Board of Nursing; provide for continuing competency programs instead of continuing education programs; authorize the board to continue to require 30 contact hours of continuing education as the competency validation; delete the requirement for periodic surveys of all schools of nursing to be made under the supervision of the board and submission of written reports of the surveys to the board; direct the board to approve programs of nursing instead of curricula and standards for schools of nursing; direct the board to monitor compliance with standards for nurse competency under KRS Chapter 314; authorize the board of nursing to reimburse travel and subsistence expenses of any person appointed to any board created committee, subcommittee, or task force; revise membership of the Sexual Assault Nurse Examiner Advisory Council; protect the title of "Sexual Assault Nurse Examiner"; require a board licensed or credentialed person providing direct care to patients to wear an identifying insignia or badge while on duty; revise the range of unlawful acts regulated by the board; direct the board of nursing to require a background investigation of each applicant for a license by means of fingerprint checks; allow the Kentucky Nursing Incentive Scholarship fund to also issue grants for nursing workforce competency development; provide for board issuance of a declaratory ruling under specified circumstances.
HB 637 - AMENDMENTS
HCS - Retain original provisions, except direct the Kentucky Board of Nursing to work cooperatively in promulgating administrative regulations with professional nursing organizations, approved nursing schools, and other potential sources of continuing competency programs, instead of just working cooperatively with these organizations, schools, and other programs.
