AN ACT relating to reimbursement of nonprofit child-caring and child-placing facilities.
Create new sections of KRS Chapter 199, relating to reimbursement of nonprofit child-caring agencies, to define various terms including "agency", "allowable costs", "cost per weighted case mix unit", "cost reporting period", "levels of care", "multiplier for levels of care", "weighted case mix unit", "weighted level of care unit"; require use of rate-setting formula to establish daily rates of reimbursement that includes calculation of weighted level of care, converting to weighted case mix unit for each program, trend and index costs using an inflation factor, calculate statewide weighted case mix unit median for each cost category, calculate without capital costs and multiply categories by a specified percent of the median; require annual rate setting by the cabinet based on cost reports submitted by agencies and require cabinet to provide calculations used for rate setting to be shared with agencies and receive comments from agencies; require assignment of a level of care to each child placed with an agency and establish reimbursement rates based on specified percent of the daily base rate for each level of care; encourage the Cabinet for Human Resources to develop pilot projects for alternative service delivery systems and nontraditional funding mechanisms based on specified formula, and permit cabinet to promulgate administrative regulations to implement provisions.
