AN ACT relating to vocational and technical education and declaring an emergency.
     Amend various sections in KRS Chapter 151B and KRS Chapter 164 to move the governance and management of the secondary area vocational education centers and technology centers from the Cabinet for Workforce Development, Department of Technical Education, to the board of regents for the Kentucky Community and Technical College System; change the name of the State Board for Adult and Technical Education to the State Board for Adult Education; transfer the sole state agency responsibility for vocational education state planning and receipt of federal funds from the State Board for Adult and Technical Education to the Council on Postsecondary Education; amend various sections to conform; and repeal KRS 151B.030; EMERGENCY
