HB 692 (BR 2102) - J. Lovell, J. Vincent, R. Wilkey, B. Yonts

     AN ACT relating to sex offenders and declaring an emergency.
     Amend KRS 17.510 to provide that the court or the official in charge of the place of confinement require a youthful offender who commits or attempts to commit a sex crime to register; prohibit using a P.O. box as an address; create new sections of KRS Chapter 17 to create and define the Sex Offender Risk Assessment Advisory Board, to set up risk assessment tools, and to determine the extent of notice sent to the community; provide who is to be on the board, and provide for certification of the persons who do the assessment of the sex offenders.

HB 692 - AMENDMENTS


     HCS - Amend KRS 17.510 to provide that the court or the official in charge of the place of confinement require a youthful offender who commits or attempts to commit a sex crime register; amend KRS 17.520 to require that persons classified as high risk register for their lifetime unless redesignated; prohibit a P.O. Box as an address; create new sections of KRS Chapter 17 to create and define the Sex Offender Risk Assessment Advisory Board, determine members and set out duties of the board which include set up risk assessment tools and determine the extent of notice sent to the community; provide who is to be on the board, and provide for certification of the persons who do the assessment of the sex offenders by the board.
