AN ACT relating to drug dealer liability.
     Create new sections of KRS Chapter 411 to define terms, establish a cause of action for civil damages against drug dealers, define who can bring an action, and what damages may be collected; establish standard of negligence and standard of proof; establish statute of limitations.
