AN ACT relating to dogs.
     Create a new section of KRS 100 to allow the operation of a noncommercial kennel at a residential dwelling; specify that a noncommercial kennel does not constitute a prohibited use of land for residential purposes in violation of the zoning regulations of any city or county; amend KRS 258.165 to prohibit any county or municipality from limiting the number of dogs owned by a noncommercial kennel; create a new section of KRS 258 to prohibit any local government from declaring a specific breed of dog as vicious.
