AN ACT relating to air quality.
     Create a new section of KRS Chapter 224 to prohibit the Natural Resources and Environmental Protection Cabinet from promulgating administrative regulations or imposing permit conditions to control greenhouse gas emissions as provided for by the Kyoto Protocol.
