AN ACT relating to school district finance.
     Amend KRS 160.550 to clarify language prohibiting superintendents and board members from approving an expenditure that would cause a deficit in a school fund unless the Kentucky Board of Education declares an emergency; require that an emergency declaration remain in effect for a period including at least one fiscal year.
