     AN ACT relating to workers' compensation.
     Amend KRS 342.803 to recognize KEMI as a corporate structure of state government; amend KRS 342.807 to revise the membership of the KEMI board of directors as follows: eliminate the commissioner of Insurance; delete specific qualifications of members and replace with at-large members; add secretary of public protection and regulation to the board and make cabinet secretaries voting members; amend KRS 342.811, 342.813, and 342.823 to require KEMI's board of directors to hire an internal auditor; clarify duties of the manager, require the board employ a firm to conduct internal review or performance audit, and clarify duties of the board relating to contracts, audits, personnel policy, and reporting requirements; amend KRS 342.841 to clarify application of laws on open records and open meeting on KEMI's operations; amend KRS 342.843 to delete "continuous oversight"; clarify responsibility of the auditor and Attorney General; and clarify subpoena power and access to records.
