     AN ACT relating to community education.
     Create a new section of KRS Chapter 160 to establish a 15-member state Council for Community Education; amend KRS 160.156 to require the Kentucky Board Of Education to distribute funds under the community education grant program on a $1 per capita basis based on the population of the county or counties served by the respective school districts; require a 25 cents per capita cash match by the district; amend KRS 160.157 to require a district to have a decision-making council as a prerequisite to receiving funds for a community education program; provide that 2 or more districts may join together to qualify for funds though 1 district is the district of record; require funds to be awarded on the basis of county population, with a minimum allocation for a county at $20,000.

HB 78 - AMENDMENTS


     HCS/FN - Provide a state appropriation of $1 per capita, as determined by the most recent census data; require funds to be distributed by the Kentucky Board of Education through a grant process; provide that no county shall receive less than $20,000.
     HCA (1, H. Moberly) - Community Education Council shall not meet more than 4 times annually; members may be reimbursed for expenses, but shall not receive a per diem allowance.
     HCA (2, H. Moberly) - Delete language that appropriates $1 per capita as determined by the most recent census; delete language that provides that no county shall receive less than $20,000.
