AN ACT relating to neighborhood improvement zones.
     Create a new section of KRS Chapter 65 to require the creation or dissolution by ordinance of a neighborhood improvement zone as provided, in counties with a population of greater than 300,000 persons, by a petition of the property owners within a neighborhood to the city or county, zones shall be created for securing and provision of neighborhood improvements, provide that the improvements shall not be in conflict with any local, state or federal laws, require the creation petition to include organization, structure, function, procedural, and administrative information, require that any changes in the operation or structure of a zone to be filed with the originating legislative body, require reason for dissolution and settlement of all debt and other financial obligations prior to dissolution; require records to be subject to open records laws, and make all actions of the zone appealable to district court.
