AN ACT relating to crimes and punishments.
Amend KRS 510.050, 510.080, and 510.110 to provide to increased penalties for those situations where the victim is not just mentally incapacitated but has become mentally incapacitated by virtue of the defendant's administering of a controlled substance.
HB 840 - AMENDMENTS
HCS/CI - Add use of legend drugs as well as controlled substances to render a rape, sodomy, or sexual abuse victim incompetent, add requirement to each of the offenses that the drug be administered without the knowledge of the victim.
