AN ACT relating to crimes and punishments.
     Amend KRS 514.010 relating to definitions for theft offenses to include in the definitions of "services" commercial and residential rent of property; amend KRS 514.040 relating to theft by deception to include issuing a cold check for payment of rent; Class A misdemeanor if less than $300 and Class D felony if more than $300.
