AN ACT relating to utility bills.
     Create a new section of KRS Chapter 278 to require that gas or electricity bills sent to customers itemize charges; specify items that must be shown on the bill; require that the applicable rate schedule and an explanation of each type of item listed on the bill be made available to each customer, either by printing this information on the bill, by mailing it at least once a year, or by providing a place on each bill for the customer to request a copy and explanation of the rates.
