Direct the Interim Joint Committee on Education, through a special subcommittee, to study community schools; require the study to include a review of community school programs in other states and their effectiveness; identification of the governance, student admissions, and finance factors that promote successful implementation; and a review of accountability mechanisms that assure quality teaching and learning; require a report be submitted to the Legislative Research Commission no later than July 1, 1999.
