Direct the Governor to utilize recommendations from the Commissioner of Public Health to appoint a collaborative study group to study emerging infectious diseases; study to identify the effectiveness of current methods for detection of emerging infectious diseases, the means through which they are introduced into the Commonwealth, and develop a public health policy which includes prevention and awareness strategies; study to identify the demographics of emerging infectious diseases statewide and to determine those emerging diseases or other significant issues related to emerging diseases for further study; study to have eighteen (18) members who shall meet on at least a quarterly basis; report of a plan of action required by November 1, 1998, with subsequent status reports every six (6) months thereafter to the Governor and the Legislative Research Commission report to; include information on the progress of each study objective; require an appropriation from the General fund for the 1999-2000 biennium for $100,000.
