AN ACT creating a child-care trust fund and providing funding therefor.
     Create a new section of KRS Chapter 141 to provide for an income tax refund check-off to the child care trust fund; create a new section of KRS Chapter 199 to create a child care trust fund for the purpose of funding for payment of child-care services; require the Child-Care Policy Council to establish guidelines of expenditure of moneys; require that no more than 50% of the fund balance be authorized for expenditure in any fiscal year; amend KRS 199.8984 to provide that 8 members of the Child-Care Policy Council shall be child care providers of which 5 shall be for-profit child care providers; provide that the Act may be known as the Metcalf-Mason Child Care Act.
