SB 20 (BR 309) - N. Kafoglis
AN ACT relating to instruction permits and declaring an emergency.
Amend KRS 186.412 and KRS 186.450 to reduce from one hundred eighty (180) days to thirty (30) days the minimum amount of time a person over 21 must have an instruction permit before that person can apply for an operator's license.
SB 20 - AMENDMENTS
SCS - Retain the original bill in its entirety but add provisions in Section 1 to allow a person who is not a United States citizen to use the I-94 or I-551 card issued to them by the U.S. Department of Immigration Services when the person applies for a Kentucky driver's license or nondriver identification card.
HCS - Retain the original provisions of the bill with the following changes: add a I-766 card issued by the Department of Immigration Services to the cards that may be used when applying for a Kentucky driver's license or nondriving photo identification card; provide that the driver's license of a person under the age of 21 shall be valid for 90 days beyond the date of the person's 21st birthday; declare an emergency clause to have the bill become effective upon its passage and approval by the governor.
HFA (1, R. Thomas) - Retain the provisions of the House Committee Substitute but delete reference to the name of three specific cards issued by the US Department of Immigration and insert the type of forms issued.
HCA (1/Title, B. Colter) - Make a title amendment to declare an emergency.
HFA (2, B. Colter) - Add an emergency clause to make the bill become effective upon its passage and approval by the Governor.
