AN ACT relating to residential psychiatric treatment centers.
     Create new sections of KRS Chapter 216B to define "active treatment", "individual plan of care", and "residential treatment center"; require a certificate of need except when a facility is currently serving youths or converts existing beds; require agreements of cooperation from local service organizations; require licensure, accreditation, and require administrative regulations to conform with federal regulations and other specified requirements; create a new section of KRS 205.510 to 205.630 to define "manage behavioral health organization" and "out-of-state provider"; require Medical Assistance Program to pay for services and prohibit payments to out of state providers unless located in county contiguous to Kentucky; require prior approval for admissions and stays required to be certified; provide for expiration date of July 1, 2006.
