AN ACT relating to the fair and reliable imposition of capital sentences.
     Create a new section of KRS Chapter 532 to provide for jury instructions in death penalty cases relating to not imposing a sentence of death based on racial or other bias, require that jurors sign a certificate that judgment imposing death was not based on racial or other considerations; create a new section of KRS Chapter 532 to provide for voir dire examination of jurors regarding racial and other bias, provide for change of venue based on probability of bias, and prohibit making appeals to racial bias or statements to jury.
