AN ACT relating to mediation.
     Amend KRS 13B.070 to clarify that government agencies may refer disputing parties to mediation prior to administrative hearing; amend KRS 446.010 to define mediation; create new section of KRS Chapter 454 to state Commonwealth policy favoring mediation, and to authorize and encourage courts and government agencies to use mediation.
