SB 265 (BR 1144) - D. Karem

     AN ACT relating to teacher certification.
     Amend KRS 161.048 to declare the intent of the General Assembly to provide alternative certification options to recruit persons with exceptional work experience, distinguished scholars, and persons with diverse experiences to enter teaching even though they have not participated in a traditional teacher preparation program; outline the four options including certification of a person with exceptional work experience, certification through a local district training program, certification of a professional from a postsecondary institution, and certification of an adjunct instructor who has specific skills and training; amend KRS 161.046 relating to adjunct instructors to conform.

SB 265 - AMENDMENTS


     SFA (1, V. McGaha) - Change the conditions for certification of a person with exceptional work experience to include completion of the teacher internship program rather than supervision, observation, and evaluation by local board of education.
     SFA (2, D. Karem) - Technical correction.
     SFA (3, V. McGaha) - Change the conditions for certification of a person with exceptional work experience to include completion of the teacher internship program, rather than supervision, observation, and evaluation by local board of education; and confer regular provisional certificate upon successful completion of program.
     SFA (4, N. Kafoglis) - Add a requirement under subsection (2) of section (1) that a teacher seeking certification based on exceptional work experience complete an eight (8) week course in the local school district before being employed to teach.
     SFA (5, V. McGaha) - Require a teacher applicant under Option 1 to be paid according to the local district salary schedule for a person with a degree held by the individual, and to begin with zero years of experience; require under Option 2 from ten years subject field experience rather than five; require under Option 3 from ten years teaching experience rather than five years teaching experience; and prohibit the employment of an adjunct instructor if a certified teacher has made an application for the position.
     HCS - Retain original provisions; require alternative certification candidates to successfully complete the teacher internship program; a teacher certified under the provisions of this Act shall be placed on the local district salary schedule for the rank corresponding to the degree held by the teacher.
     HFA (1, D. Butler) - Provide that certified teachers of a local board may report a student for investigation to the director of pupil personnel if an agreement has been entered into with local law enforcement officials and describe the components of procedures to be addressed in the agreement.
     HFA (2, R. Murgatroyd) - Require persons employed as teachers for gifted education to hold an appropriate certificate endorsed for gifted education, except that all teachers having certificates initially issued for a duration period on or before July 1, 1984 shall remain eligible for assignment as teachers for gifted education.
