     Amend KRS 161.620 to increase the minimum credit for retired teachers to $280 per year of service effective July 1, 1998, and $300 per year of service effective July 1, 1999; and amend KRS 161.655 to increase the death benefit for retired teachers to $3500 for 1998 and to $5000 for 1999; EMERGENCY
