AN ACT relating to solid waste.
     Amend KRS 224.01-010 to change the definition of universal collection to include curbside or end of driveway collection; create a new section of subchapter 43 of KRS Chapter 224, effective July 1, 2000, to require counties to provide curbside or end-of-driveway collection to all residents and solid waste generators; require reports to document the rate of collection; require counties to amend solid waste management plans to include curbside or end of driveway collection; require counties to submit plans for the billing and collecting of fees, pursuing collection of delinquent fees, and tracking solid waste generators moving into the county; require county to pursue means to resolve delinquent accounts; allow counties to maintain transfer facilities for disposal of appliances and similar material; require counties to submit annual reports of universal collection programs; make effective date of new definition July 1, 2000; repeal KRS 224.43-315, effective July 1, 2000.
