     AN ACT relating to the taxation of motor vehicles.
     Amend KRS 138.450 to revise the definitions for "retail price"; amend KRS 138.460 to provide that the revenue cabinet will provide affidavits to county clerks, and to prohibit county clerks from registering a motor vehicle in some cases without the delivery of an affidavit and to provide guidelines for how the county clerk shall determine the retail price; amend KRS 138.990 to establish a new penalty for giving a false statement on an affidavit; amend KRS 186.190 to prohibit a person from purchasing, selling or trading a motor vehicle without providing an affidavit or other notarized written statement to the county clerk, and to increase the fees paid to county clerks; amend KRS 186.232 to prohibit the county clerk from transferring the registration of a motor vehicle in certain circumstances unless the transferee presents a signed affidavit; amend KRS 134.810 to increase fees paid to file and release liens; provide that the Act shall apply to motor vehicles transferred on or after August 1, 1998.

SB 275 - AMENDMENTS


     SCS/FN/LM - Retain original provisions of the bill; provide that used cars less than eight years old are to be valued at retail value if an affidavit is not available, and that any vehicle taken in trade is to be valued at retail value.
     SFA (1, B. Jackson) - Delete the provisions for an increase in fees for the transfer of motor vehicles.
     SFA (2, B. Jackson) - Delete the provision for loss of dealer's license.
