AN ACT relating to employer liability.
     Create a new section of KRS Chapter 411 to provide that an employer who gives information regarding a past or present employee to a prospective employer shall be immune from prosecution unless it is show by clear and convincing evidence that the employer disclosed it knowing it was false, with reckless disregard, or with intent to mislead.
