AN ACT proposing an amendment to Section 46 of the Constitution of Kentucky relating to the consideration of legislation.
     Propose to amend Section 46 of the Constitution of Kentucky to authorize General Assembly members who are physician-certified as having a temporary physical condition and who cannot attend daily legislative proceedings during a regular or special session to participate by means of a video conference link, according to House and Senate rules, and while so participating will be considered as present, shall be allowed to make motions, and shall be allowed to vote; submit to voters.
