AN ACT proposing an amendment to Section 46 of the Constitution of Kentucky relating to votes required for the passage of a bill.
Propose to amend Section 46 of the Kentucky Constitution to require that any act increasing the rate of an existing tax or imposing a tax against an individual or entity not subject to the tax at the time of consideration of the bill have the vote of 2/3 of the members elected to each house of the General Assembly; provide that the amendment be submitted to the people for a vote.
