SB 332/FN (BR 1487) - G. Neal

     AN ACT relating to educational diversity in the public schools.
     Create new sections of KRS Chapter 158 to establish the General Assembly's intent to use all the resources of the Commonwealth to promote educational success for all students; require the Department of Education to design an assessment instrument to be used by each school district and school to measure and analyze its compliance with the General Assembly's goal of promoting educational success for all students; require that by January 1, 1999 each district and each school conduct an assessment of its level of compliance with the General Assembly's goal and create an action plan to improve its education environment; require each district and school to report its progress as part of the district's or school's annual report card and submit the report card to the Department of Education; require the department to compile and submit an annual statewide report to the Governor, the Interim Joint Committee on Education, and the Office of Education Accountability by November 1; amend KRS 156.101 to require that principals be evaluated on their implementation of the school's action plan to address ethnic diversity; amend KRS 160.345 to require school councils to select textbooks and instructional materials that reflect ethnic diversity; require that by October 1 each school council provide a school report card describing the school's accomplishments and activities pertaining to its performance goals including student academic performance, retention rates, dropout rates, parental involvement, progress in meeting the school's education equity action plan, and progress in meeting the school's technology plan.

SB 332 - AMENDMENTS


     SCS - Retain original provisions; require planning to be part of Kentucky Consolidated Planning process; make technical corrections.
     SFA (1, G. Neal) - Clarify language relating to the General Assembly's intent to provide a school environment that maximizes students' human resources so they will be prepared for the challenges of the twenty-first century; delete references to the selection of textbooks that reflect the ethnic diversity of the Commonwealth; change references to an assessment instrument to a data gathering and analysis instrument; delete the amendment to KRS 156.101 to require that principals be evaluated on the implementation of the school's action plan on improving the environment to meet the General Assembly's standards; require the Department of Education to monitor the schools' and districts' action plans rather than the Office of Education Accountability; amend KRS 160.345 to require local boards to have procedures to evaluate principals.
     SFA (2, V. McGaha) - Delete grades, test scores, disciplinary patterns, dropout rates, retention rates, and extracurricular participation patterns of minority groups from being included in the assessment instrument; delete requirement that the principal evaluation include implementation of the school's action plan to improve the education environment.
     SFA (3, E. Harris) - Make school report card available to parents of the students, as opposed to being sent to parents; include on the report card scores on state-mandated tests, results of any other standardized tests, the average scores on college placement tests, promotion and retention rates, the number of students receiving scholarships and total amount of dollars earned, the average class size, the average daily attendance, the dropout rate, the number of students advancing to postsecondary education or employment, the average classroom teacher salary, the average administrator salary, and the average attendance at the parent and teacher organization's meeting; make the Department of Education responsible for designing the format for the report card and compiling and comparing the data to create a district and state report card.
     SFA (4, A. Robinson) - Include as an indicator of the district and school education environment, the implementation of policies and practices that demonstrate appreciation of the present and historical impact of religious practices and freedoms in the United States and the importance of governmental and personal acceptance of various religious practices and beliefs among society, specifically addressing the study and comparison of historical interpretations of the Bible and other religious writings important to the understanding of American history and current events in the school environment.
