AN ACT relating to special license plates.
     Create a new section of KRS 186 to create a special license plate for a veteran or retiree of any branch of service; specify qualifications for obtaining special veterans' license plate; specify design of plate; provide that $15 of the $25 fee for the special plate go to the Department of Veterans' affairs for the construction and operation of state veterans' nursing homes; amend KRS 36.355 to conform.
