     AN ACT proposing an amendment to Section 226 of the Constitution of Kentucky relating to lotteries and gift enterprises.
     Propose to amend Section 226 of the Kentucky Constitution to provide for earmarking net lottery revenues for funding postsecondary education scholarships, grants, and other financial awards to Kentucky residents who attend institutions of postsecondary education within Kentucky and for funding other state educational programs at the discretion of the General Assembly; propose to require the General Assembly to develop a transition schedule for earmarking specific amounts of net lottery revenues in each fiscal year for postsecondary education access awards and other educational programs, with all net lottery revenues being earmarked for postsecondary education access awards and other educational programs by not later than fiscal year 2005-2006 and the remainder of net lottery revenues not earmarked for postsecondary education access awards and other educational programs in a fiscal year being credited to the lottery trust fund; provide that funding for other educational programs derived from net lottery revenues must be in addition to and not in lieu of funding for those awards and programs derived from other sources; and prescribe the ballot question to be submitted to the voters.
