AN ACT proposing an amendment to Sections 91, 93, and 95 of the Constitution of Kentucky relating to state officers.
     Propose to amend Section 91 of the Kentucky Constitution to require the appointment, rather than the election, of the Secretary of State and State Treasurer by the Governor for a term not exceeding four years; propose to amend Section 93 to permit those appointed officers to be eligible for reappointment after the expiration of any appointed term; propose to amend Section 95 to delete references to those officers in the election schedule; provide that the provisions of the amendment, if approved by the voters, would first apply to the election of state officers held in 2003 and that persons currently holding statewide office are eligible for reelection at the 1999 election; and submit to the voters.
