SJR 19 (BR 246) - B. Metcalf
Petition the United States Congress to propose a constitutional amendment requiring a federal balanced budget or, in the alternative, to call a constitutional convention for the sole purpose of proposing a federal balanced budget constitutional amendment; nullify the call for an amendment or convention if Congress adopts, within ninety days after two-thirds of the states have applied for a constitutional convention, a federal balanced budget amendment or if the U. S. Supreme Court rules that a constitutional convention can not be limited in subject; and transmit to appropriate parties in Congress and the state legislatures.
