AN ACT relating to U-Drive-It permit holders.
     Create a new section of KRS Chapter 281, relating to motor carriers, to define "motor vehicle", "pass-through", "rental company", "rented", and "U-Drive-It"; require a U-Drive-It permit holder to collect a fifty cent pass-through fee for each day, or part thereof, a vehicle is rented or leased; provide for the pass-through fee to be used by the permit holder to offset licensing and title fees, and personal property taxes, levied on a rental vehicle; provide for the permit holder to keep remit pass-through fees in excess of amount needed to offset the permit holder's costs to the State Treasurer for deposit into the state road fund; require the permit holder to submit an annual report to the State Treasurer on the amount of licensing and title fees, and personal property taxes paid on motor vehicles in the permit holder's fleet; require the State Treasurer to promulgate an administrative regulation to develop the required reporting form.
