AN ACT relating to funding resources for Medicaid coverage for low-income families, making an appropriation therefor, and declaring an emergency.
Create a new section of KRS 205.510 to 205.630 to expand Medicaid coverage to low-income families up to one-hundred fifty percent (150%) of the federal poverty level; require the Cabinet for Health Services to apply a resource limit of no less than four thousand dollars ($4,000) per household; exempt two cars for families with two (2) parents and one (1) car for families with one (1) parent from the resource limit; require the Cabinet for Health Services to submit a waiver to the federal Health Care Financing Administration to exclude adults with employer-offered health benefit plans in which the total of employer-required premium shares is less than then percent (10%) of gross household income and to provide for copayments for nonemergency use of the emergency room or nonemergency use of ambulance service for each adult who resides in the same household with income between one hundred percent (100%) and one hundred fifty percent (150%) of the federal poverty level; require the cabinet to limit coverage to families with income at or below one hundred percent (100%) of the federal poverty level if the waiver is not approved; require the cabinet to permit families to apply for coverage using the same application form used in determining eligibility for the Kentucky Children's Health Insurance Program; amend KRS 139.100 to create a sales tax on lottery tickets to be used to expand Medicaid to low-income families; EMERGENCY.
