HB 220/FN/LM/CI (BR 15) - R. Damron, R. Crimm, J. Reinhardt, S. Westrom
AN ACT relating to public safety and declaring an emergency.
Amend KRS 17.500 to define "sex offender," "sexually violent predator," and other terms; amend KRS 17.510 and 17.520 and create new sections of KRS 17.500 to 17.540 to provide for the registration of sex offenders in Kentucky; create a new section of KRS 17.500 to 17.540 to provide for community notification of the presence of a sex offender through a Kentucky State Police website; create KRS Chapter 202C to provide for the involuntary civil commitment of sexually violent predators; amend KRS 17.550, 17.552, 17.554, 17.558, 17.564, 17.566, 17. 574, and 17.576 to conform; repeal KRS 17.570, 17.572, and 17.578.
HB 220 - AMENDMENTS
HCS (1/FN/LM) - Delete provisions relating to involuntary civil commitment of sexually violent predators; amend Megan's Law to provide greater community notification when sex offenders and other identified individuals reside in a community.
HCS (2/FN/LM/CI) - Retain original provisions of bill as amended by HCS; require 10 year registration, rather than lifetime registration, for those convicted of sexual abuse in the first degree; clarify that court shall order comprehensive sex offender presentence evaluations when people are convicted of sex crimes, unless one has been completed within past 6 months; make technical corrections.
HCA (1/Title, G. Lindsay) - Make title amendment.
SFA (1, R. Roeding) - Include in the crime of criminal homicide a criminal homicide committed against an unborn child; exempt certain physicians from being guilty of criminal homicide committed against an unborn child; exempt a mother from being guilty of criminal homicide committed against an unborn child..
