AN ACT relating to watershed conservancy districts.
Amend KRS 262.720 to require the board of supervisors for a proposed watershed conservancy district to establish a budget and a funding mechanism; amend KRS 262.725 to require the referendum upon a proposed watershed conservancy district to include boundaries and funding options; amend KRS 262.760 to permit districts to levy by millage rate or per acre rate and to eliminate the requirement for certifying a copy of the budget to the county clerk; amend KRS 262.763 to require an audit of watershed conservancy district accounts every 4 years, instead of annually; amend KRS 262.765 to allow for levy by acreage.
HB 277 - AMENDMENTS
HCA (1, J. Arnold Jr.) - Amend HB 277 to require a copy of budget to be certified to the county clerk; require district to provide for an annual audit if the district expends $400,000 or more for the year in question.
HCA (2, J. Gooch) - Clarifies that watershed conservancy districts created after the effective date of the Act may use a millage rate or per acre rate in a tax for the district.
