AN ACT relating to economic development and declaring an emergency.
Amend KRS 154.33-510 to change the definition of "area" and "region" to include Estill and Powell counties in the area represented by the East Kentucky Corporation.
HB 287 - AMENDMENTS
HCA (1, A. Arnold) - Amend KRS 154.85-010 to change the definition of "area" and "region" to include Spencer and Taylor Counties in the area represented by the West Kentucky Corporation.
SCA (1, J. Rose) - Amend KRS 154.45-110 to define "employee," "qualified seasonal employee," "seasonal business," and "seasonal employee"; declare an EMERGENCY.
SCA (2/Title, J. Rose) - Make title amendment.
SFA (3, E. Scorsone) - Retain the provisions of the existing bill in their entirety and add new Sections 3 through 23 to create an urban taxicab and urban limousine permit that apply only in a county containing a city of the first class or an urban-county government; provide for most regulation of taxicabs and limousines operating under an urban certificate to be done by local government rather than by the state Transportation Cabinet; require all taxicabs and limousines operating under an urban permit to undergo an annual safety inspection; establish penalties for any person who willfully and intentionally files a fraudulent safety inspection record on a taxicab or limousine licensed to operate in a county containing a city of the first class or urban-county government; provide for taxicabs and limousines operating under an urban permit to have countywide operating authority; and amend various sections of KRS Chapter 281 to conform.

Scorsone) - Retain the provisions of the existing bill in their entirety and add several new sections to amend KRS 154.45-110 to define "employee," "qualified seasonal employee," "seasonal business," and "seasonal employee"; amend KRS 154.45-090 to conform; create an urban taxicab and urban limousine license that apply on in a county containing a city of the first class or an urban-county government; provide for most regulation of taxicabs and limousines operating under an urban certificate to be done by local government rather than by the state Transportation Cabinet; require all taxicabs and limousines operating under an urban license to undergo an annual safety inspection; establish penalties for any person who willfully and intentionally files a fraudulent safety inspection record on a taxicab or limousine licensed to operate in a county containing a city of the first class or urban-county government; provide for taxicabs and limousines operating under an urban license to have countywide operating authority; amend various sections of KRS Chapter 281 to conform; establish various effective dates to phase in provisions relating to the deregulation of taxicabs; declare an EMERGENCY for Sections 1, 2, 3, and 24 of the Act.
