AN ACT relating to vehicle emissions testing programs.
     Amend KRS 224.20-715, regarding vehicle emission control programs, to allow a county under such a program to withdraw from the program by majority vote of the county legislative body; amend KRS 186.020, to prohibit the Transportation Cabinet from requiring a vehicle emission compliance certificate or exemption certificate as a condition of vehicle registration unless directed to do so by the fiscal court; amend KRS 224-20.720 to conform.
