AN ACT relating to reorganization.
Amend KRS 151B.095 to make the State Board for Adult and Technical Education an advisory board to the Cabinet for Workforce Development; reconstitute the board, to have eleven (11), rather than nine (9) members, all appointed by the Governor; delete the requirement that appointments be made from geographic areas, and set new qualifications that must be met, collectively, by the board; specify duties of the board, including duties formerly held by the State Advisory Council for Adult Education and Literacy, which is abolished; make the State Treasurer custodian for federal funds received; delete the requirements that the commissioners of the Department for Adult Education and Literacy and the Department of Technical Education be appointed from lists, and make them employees in the unclassified service of the personnel system; grant the commissioners the authority to administer their programs, promulgate administrative regulations, and publish documents; permit the commissioner of the Department of Technical Education to set fees for all secondary students, rather than the State Board for Adult and Technical Education, and to set limits of liability for student medical and accident insurance; confirm Executive Order 98-837 as amended by Executive Order 99-159F.
