AN ACT relating to the energy assistance trust fund.
     Amend KRS 42.560, retroactive to February 19, 1998, to authorize disbursements from the energy assistance trust fund; further amend KRS 42.560 to delete reference to fund management by the Office of Financial Management and Economic Analysis; delete reference to authorization dates for the fund and how funds were to be encumbered at time of authorization; reauthorize the fund for a period of extending to July 1, 2005; amend KRS 42.566 to change the amount and percent of funds which are eligible for appropriation annually; change the allocation to the Cabinet for Families and Children from forty percent to one hundred percent; delete provision for an encumbrance of trust funds for energy crisis or prevention services to low income families.
