HB 694/FN (BR 2071) - M. Cherry, C. Geveden

     AN ACT relating to the Crime Victims Compensation Board.
     Create a new section of KRS Chapter 346 to allow a one time payment for reimbursement of relocation expenses for victims of domestic violence or child abuse; create a new section of KRS Chapter 346 to provide that a claimant must have a minimum claim of one hundred dollars before applying for aid from the Crime Victims Compensation Board; amend KRS 346.020 to include pedestrians among victims of crime and to delete reference to needy persons; amend KRS 346.050 to prohibit the granting of compensation to person convicted of a felony involving drugs or violence; amend KRS 346.080 to provide that a victim ask the board to reconsider its final decision before appealing to the circuit court; amend KRS 346.130 to provide for mileage reimbursement, limits on mental health counseling, and to increase the amount of compensation for lost wages; amend KRS 346.140 to delete provisions allowing for reduction of the amount of an award where victim will not suffer financial hardship.

     HCS/FN - Retain original provisions of bill except delete section prohibiting compensation from being awarded to persons with a past criminal history; clarify definition of pedestrian; replace language relating to limitations on mental health treatment and rate reimbursement with language allowing for rates to be set by administrative regulation; include language clarifying maximum amount of compensation.
