AN ACT relating to student dropout prevention.
Create new sections of KRS Chapter 158 to describe the findings of the General Assembly relating to school dropouts; to establish goals to be achieved by 2006; to require the Kentucky Department of Education to establish and implement a comprehensive statewide strategy to provide assistance to local districts and to address the dropout problem; to require that 75% of the funds for grants to local districts be used at the elementary and middle school grades and 25% at the high school and in districts that have a three-year average annual dropout rate in excess of five percent; amend KRS 156.095 to require the department to provide regional training related to the dropout problems; amend KRS 158.148 to conform; amend KRS 159.010 to require districts to contact dropouts between the ages of 16 and 18 to encourage them to re-enroll in school; and amend KRS 158.6455 to limit rewards to schools that otherwise qualify and have an annual dropout rate of less than five percent.
HB 77 - AMENDMENTS
HCS/FN - Create new sections of KRS Chapter 158 to describe the findings of the General Assembly relating to school dropouts; to establish goals to be achieved by 2006 including cutting rate by 50% of year 2000 rate, no school rate to exceed 5% and each county to have 30% fewer adults age 16 – 24 without a GED and high school diploma; By December 30, 2000, the Department of Education shall establish and implement a comprehensive statewide strategy to assist local districts and schools address the dropout problem, building upon existing programs and services; require the Department of Education to provide technical assistance to schools; require the Department of Education to administer grant programs and earmark appropriations by directing 75% of the funding to local districts be used for at-risk elementary and middle school students and 25% of the funding be distributed to high schools serving students likely to drop out with priority given to districts that have a three-year average annual dropout rate in excess of five percent; and require the Department of Education to disseminate information on best practices in dropout prevention to school and districts; amend KRS 156.095 to require the department to provide regional training on the dropout prevention issues including identification, instructional strategies and support to increase student expectations and parental involvement; amend KRS 158.148 to require the Department of Education to develop recommendations to improve school climate and parental and community involvement; amend KRS 159.010 to require school districts to contact dropouts ages 16 to 18, within three months of withdrawal, to encourage re-enrollment in regular or alternative program or a GED preparation program and attempt to reenroll before the beginning of the school year following year of withdrawal; and amend KRS 158.6455 to add a new section to require school rewards be based on schools exceeding the improvement goal and having dropout rate of less than 5% and deleting the requirement from subsection 5 which applies to the period of transition between KIRIS and CATS.
HFA (1, M. Treesh) - Add an effective date of July 1, 2006 to the requirement that schools that qualify for rewards have a dropout rate of no more than five percent.
