AN ACT relating to impact fees.
     Create a new section of KRS Chapter 100 to provide for the levy of impact fees by local governments to new construction that affects the existing infrastructure, while specifying when impact fees can be assessed and what for, and set out procedures for enacting, managing and refunding impact fees.
