AN ACT relating to the tobacco Master Settlement Agreement, making an appropriation therefor, and declaring an emergency.
     Create a new section of KRS Chapter 248 to define terms; amend KRS 248.654 to appropriate 100% of the Master Settlement Agreement funding to tobacco growers and owners, using a formula provided by the Kentucky Tobacco Settlement Trust Corporation; EMERGENCY.
