Create a Commission on Minimum Wage and direct the Legislative Research Commission to appoint nineteen members to serve on the commission; require the commission to recommend a minimum wage standard for all public employees by examining the normal monthly expenses based on predetermined criteria, evaluate other states that have set their minimum wage standards above the federal requirement, and suggest an implementation process for the new wage; allow the Legislative Research Commission to assign the issue to an interim joint committee or subcommittee and to designate a completion date.
