AN ACT relating to prevailing wage.
Amend KRS 337.010 to exempt buildings constructed for elementary, secondary, and postsecondary education from coverage of state prevailing wage law.
SB 237 - AMENDMENTS
SCS/FN - Delete everything after the enacting clause; add a provision that requires the Interim Joint Committee on Appropriations and Revenue to conduct a study of the financial impact of Kentucky's prevailing wage law on construction of education buildings and facilities; and require a report to the Legislative Research Commission by July 1, 2001.
SFA (1, E. Harris) - Retain original provisions and add Section 2, which extends the scope of the study to include questions to determine whether prevailing wage laws ensure higher skilled labor forces, higher quality workmanship, reduce workplace injuries and associated costs, reduced repair and renovations costs in the long run, and determine if there is a better method of identifying and reporting the costs of school construction projects for analytical and comparative purposes.
