SB 288/FN/LM/AA (BR 814) - M. Long

     AN ACT relating to state group health insurance, and declaring an emergency.
     Create a new section of KRS Chapter 18A to establish the Kentucky Group Health Insurance Board to study several issues related to employee health insurance and to set policy on the state employee health insurance program; amend KRS 18A.225 to require the Personnel Cabinet to develop data collection and analysis capabilities in order to assess enrollment, claims, and utilization data for the state group and to require insurers to submit specific data; amend various sections of KRS Chapters 161 and 79 to stipulate conditions under which groups may leave the state group; amend KRS 18A.227 to change the definition of "employee," require 100 hours of work or paid leave to qualify for health care or flexible spending benefits, and prohibit retiree or spouse from health care contribution when employed by the state; amend KRS 18A.355 to specify employee as one covered by classified or unclassified service; appropriate $250,000 each year of the biennium to fund the board; EMERGENCY.

SB 288 - AMENDMENTS


     SCA (1, R. Sanders Jr) - Delete the provision for the board to be headed by an executive director and the appropriation.
     SCA (2/Title, R. Sanders Jr) - Make title amendment.
     HCS/AA - Retain original provisions; delete provision requiring an employee to work at least 100 hours to qualify for the state contribution; require Personnel Cabinet to report to the General Assembly on the financial stability of the program; require that any funds remaining in flexible spending accounts after all reimbursements have been processed shall be transferred to the state health insurance plan's appropriation account.
     HFA (1/P, J. Jenkins) - Attach the provisions of HB 598.
     HFA (2, R. Adkins) - Provide that interruption of an established treatment regime with maintenance drugs shall be grounds to appeal a formulary change.
     HFA (3, R. Damron) - Require health insurance coverage for state employees to contain at a minimum the same benefits provided under Kentucky Kare as of January 1, 1994; require the appointment of two members to the Advisory Committee of State Health Insurance Subscribers from a list of five names submitted by each state employee organization that has 2000 or more members on state payroll deduction.
